The Heads of State and Government of Latin America, Spain and Portugal opened the XIX Ibero American Summit, "Innovation and Knowledge" was the main theme.
Although the summit was held in the resort of Estoril, 30 km from Lisbon, the opening ceremony, which began with a speech by the Portuguese Prime Minister José Sócrates, was held in the gardens of Tower of Belem, in Lisbon.
